Abstract
Characteristics of satellite radionavigation systems GLONASS/GPS can be used not only for positioning. GNSS signals can successfully be used for an estimation of parameters of an ionosphere. Significant interest to this application is caused by the reasons which can be formulated using criteria, parameters which will serve as comparison norm of various estimation methods of ionosphere parameters. Presence of comparative characteristics becomes actual, owing to interest of consumers (engaged in radionavigation, radiolocation, communication) in real ionosphere maintenance. Accordingly it is necessary, to enter qualitative characteristics which further can be described analytically.
