Abstract
The basic elements of the fundamental segment of the united system of PNT service: objectives (construction of different reference systems and national coordinate-time scale, monitoring of Earth rotation parameters, determination of Earth geopotential and ionosphere and troposphere parameters) and facilities (GPS/GLONASS, VLBI, SLR, DORIS, atomic standarts, e.t.c) are discussed in this paper. The problems to be solved in the frame of the Federal State Program "Global Navigation System" and long-term outlook for 2012-2020 years are considered
