Development of a Photogrammetric Test Area for Calibration and Evaluation of Aerial Photography and Laser Scanning Systems

The necessity of creating a Test Photogrammetric Polygon (TPP) for large-scale use by the branches of PLC «Roskadastr» in aerial photography with unmanned aerial vehicles (UAVs) is outlined, aimed at supporting high-volume mapping and cadastral work. A brief historical overview of the development of photogrammetric polygons in the country is also provided. The TPP project has been developed by PLC «Roskadastr» within the framework of the field geodetic laboratory dedicated to the photogrammetric calibration of aerial photography systems and the testing of laser scanning systems. Several design considerations for the TPP are discussed, including its size, terrain characteristics, and the components of reference measuring instruments used to determine the metric and photographic parameters of aerial cameras. Additionally, the study of mobile laser scanning systems and aerial laser scanning systems installed on both manned and unmanned aircraft has been conducted. The composition of the equipped hardware and software is presented, including GNSS measuring equipment complexes, flight planning software, photogrammetric processing tools for aerial photography and LiDAR survey data, as well as satellite geodetic measurement software.
