MMC SSTF Activity in the EOP Evaluation and Prediction Field

Abstract

The purpose of this paper is to provide a brief overview of the activities carried out by the Federal State Unitary Enterprise “Russian Metrological Institute of Technical Physics and Radio Engineering” (FSUE VNIIFTRI) of the Federal Agency on Technical Regulation and Metrology in the field of EOP (Earth Orientation Parameters) evaluation and prediction. According to government decree, the institute serves as the Main Metrological Center (MMC) for the State Service of Time, Frequency, and EOP Evaluation (SSTF). Its responsibilities include the integrated processing of measurement data, as well as the analysis of measurement results obtained through modern space geodetic techniques. Additionally, it involves the formation and dissemination of combined information about EOP. Furthermore, FSUE VNIIFTRI participates in EOP SSTF evaluation by providing navigation and satellite measurements at metrological control sites operated by the Federal Agency for Technical Regulation and Metrology. These sites are located in Mendeleevo (Moscow region), as well as in Novosibirsk, Irkutsk, Khabarovsk, and Petropavlovsk-Kamchatsky. The institute processes measurement results from SSTF and international services using VLBI, GNSS, and SLR methods to evaluate EOP values for each modern geodetic technique separately. Work is also underway at MMC SSTF on operating previously developed equipment for EOP evaluation and prediction, as well as developing new systems. The quality of the results obtained is evaluated by comparing EOP values published by the International Earth Rotation and Reference Systems Service (IERS) with the data from other EOP processing and analysis centers, as well as by assessing compliance with the technical requirements for service provision. The review presents the result analysis, demonstrating that work related to EOP evaluation and prediction has been conducted at a high scientific and technical level, in accordance with established technical specifications, and has been completed fully and on time. The reference EOP values — derived from processing all available EOP data — were determined within the specified modes and distributed to users through established communication channels.
