The structure of the W49 gas and dust complex has been investigated in the water vapor emission line using the VLBI network «Quasar» at the frequency of 22,235 MHz in the left- and right-hand circular polarization. Radio maps have been obtained in the polarized emission with the angular resolution varied from 5 to 30 mas. Active zones are found on the 2×2' pad, their parameters are estimated. The source of the main emission is the components whose sizes do not exceed 5 mas.
