On some issues of Russian KVNO and US PNT

About the paperAbstract
The article describes some issues of developing the Russian PNT system (KVNO) analogous to the USA PNT. It is noted that unlike the USA PNT, the structure of the Russian KVNO does not include functional facilities “Synchronization” and their structural units such as space-based and Earth-based means of communication. Attention is paid to the desirability of a more thorough study of foreign and international experience in these fields and to take account of this in the formation of long-term programs and plans for Russian Federation space activities including the development of KVNO, GLONASS, the National sensing space systems of communication and radio relay, for the balanced development of these space systems in support of the economy, science and defense.
