About the paperAbstract
A global high-precision system (HPS) for obtaining the navigation and ephemeris-and-time information (ETI) in real time is being created following the Federal Target Program (FTP) “Maintenance, Development and Use of the GLONASS System from 2012 to 2020”. It is designed to provide user precise navigation in real time absolute mode, to solve the positioning-and-timing tasks in a posteriori mode according to signals of GLONASS and other global navigation satellite systems (GNSS) deployed, and to provide the GLONASS control and data confirmation systems with basic information in order to fulfil targets both in real time and in a posteriori mode. HDS of ETI must achieve the most important FTP’s targets and figures. The system should calculate the ETI with accuracy at the centimeter level: 5 cm in real-time and 3 cm in a posteriori mode. It is justified the creation of a global network of Russian stations abroad to achieve the specified ETI accuracy. Problematic issues are: to choose the strategy of placement and deployment stages for the network’s measuring stations on the foreign territory; to start using the Integer PPP technology instead of the Float PPP technology; to work out corrections of the onboard clock for each of the GNSS navigation signal frequencies and to organize an independent instrumental precision control of the ephemeris-and-timing data calculated.
