Abstract

This paper considers the problem of space debris in the near space caused by artificial objects and their fragments, its influence on safety of manned space flights and orbital space stations, as well as international legislation on the space debris. The Russian Academy of Sciences and the State Space Corporation ROSCOSMOS are working within fundamental scientific program, issuing assignments for the development of effective methods to investigate this problem. Establishing a special service for monitoring and control of the environmental condition of the near space is discussed at the governmental level.
